Guidelines for Homeowners

The Academy Heights Civic Association Restrictions Committee would like to present the following guidelines to all prospective applicants for structural additions or changes to the dwellings in the community.

The Restrictions Committee will make every effort to act quickly on your application and will try to approve any submission which satisfies the criteria by which the Committee MUST assess each application.  These criteria are:  Baltimore County Code and the Covenants of Restrictions for the community.  The Committee cannot change any of these criteria.  We will make every effort to approve a submission or work with any recipient of a denied application to help change the application so that it may be approved.

WHEN do I apply?

At least 30 DAYS BEFORE construction/changes begin.  This will give the Committee time to act on your application.

HOW do I apply?

Write a letter to the Committee specifying WHAT you want to do, WHO you are, WHERE live and your phone number.  Include the following details, if appropriate: (1) Dimensions--length, width, height; (2) Materials to be used (3) Color; (4) Location on your property in relation to your residence and your property line; (5) Any other information you feel may be relevant or important with regard to the proposed project.

Include a sketch -- hand drawn is fine.  Include the sketch in or with the letter.  Sign and date the letter (and the sketch) and present two (2) copies of both to any Committee member.  Your address should be on both the letter and the sketch.  The committee member will sign both copies and date them in your presence, starting the 30 day period for review.  Since we must retain a copy of all applications, we cannot accept single copies of drawings, etc.

For WHAT structures do I have to apply?

Storage sheds, patios, decks, fences, or any other permanent structure that will be in place for more than 48 hours.

WHERE do I get a County Permit?

From the Baltimore County Department of Permits and Licenses see address and phone number below.  If you don't obtain a permit from Baltimore County, a stop work order can be filed by the County against you and it will cost you another $10.00.  Include a copy of the permit with your application.
